Learning Unit 4 : Implementation
Some scholars consider implementation, and also preparation, not parts of negotiation. But they constitute two basic phases of actual process of negotiation- one after the concluding of discussions and the other before initiating the negotiating process.
- The purpose of negotiation is to achieve an agreement; the purpose of an agreement should be to implement that agreed decision or outcome.
- If due attention is not paid to the implementation a part of a negotiation, soon after their implementation is concluded, such implementations fail.
Three steps to prevent failure of implementation:
- In all formal negotiations, confirm in writing all that had been agreed upon.
- As far as possible, mention in agreement an implementation programme. That is to say, mention who is supposed to do what by when. This matter, if left undefined may become the subject of disagreement later on.
- Ensure every concerned person, not only those involved in the discussions, is clearly told about the agreement, its implications, and the action which will follow.
